Paul joined Urban Health Plan (UHP) in 2019 as Chief Information Officer, bringing with him a robust background in IT leadership across various sectors. At UHP, he has significantly upgraded the network infrastructure by replacing outdated copper cables with a modern point-to-point fiber optic network. His commitment to enhancing patient services led him to establish the role of Chief Analytics Officer, aiming to harness data and analytics to improve healthcare efficiency.
Innovation is at the core of Paul’s strategy. He has formed a dedicated Artificial Intelligence team to develop cutting-edge solutions that not only enhance patient care but also streamline UHP’s operational systems.
With over two decades of experience as a CIO in ambulatory care, hospitals, health systems, and as a multi-industry CIO consultant, Paul’s expertise spans beyond healthcare. He has substantial IT experience in the financial services industry, where he held roles such as AVP, IT Director, project manager, and developer.
Paul’s approach to IT leadership is hands-on. He excels in implementing computerized systems, managing IT operations, optimizing human capital, improving processes, and engaging technology professionals. Before his permanent role at UHP, he served as a consultant to the organization, and his deep roots in the Bronx played a pivotal role in his decision to join the team permanently. “I grew up here in the Bronx… how could I say no?” he reflects on his commitment to serving the community through his expertise.
Paul is a Fordham University graduate with a bachelor’s degree in political science with studies in computer science and a master’s degree in public affairs with a concentration in statistics. He speaks French and English fluently.
